Concrete Barrier is a Crafting Workbench item which was released on January 23rd, 2014.
Concrete Barrier can be Direct Requested from the Pioneer's Neighbors, who will also receive one. The Pioneer must have the third stage of the Gem Mine build active to request Concrete Barrier, but does not have to have it active in order to return and claim one.
A single Concrete Barrier can be purchased from inside the Gem Mine Lava Levee Crafting Workbench for 
9 Horseshoes.
